Delay in delivery of webhooks, Dwolla emails, and operational notifications

At approximately 4:40pm CDT on 5/4 we identified an issue with an internal service that is tasked with delivering events for customer notifications, Dwolla emails, and webhook requests to applications that have an active webhook subscription. This issue resulted in delays in the delivery of notifications for a subset of Dwolla customers from approximately 4:30pm CDT 5/4 to shortly after 11:30am CDT on 5/5. Once the issue was resolved, notifications were finally pushed through a queue and delivered as normal.
